mission and shall be guaranteed as to payment of principal and in-
terest by the County Council for Montgomery County and by the
County Commissioners of [both Montgomery and] Prince George's
[Counties] County, which guarantee shall be endorsed on each of
said bonds in the following language: "The payment of interest when
due and the principal at maturity is guaranteed by Montgomery and
Prince George's Counties, Maryland." The bonds of the Sanitary
[Commission] District shall be signed by the Chairman and the
[Secretary-Treasurer] Secretary and the Treasurer of the Commis-
sion or, if the Commission shall so provide, by any two of its members
and the official seal of the Commission shall be impressed upon the
bonds [.]; provided, however, that the Commission may authorize
any of said officials to sign the bonds with his facsimile signature
except that each of said bonds shall be manually signed by at least
one of said officials; and provided, further, that the Commission may
authorize a facsimile of the official seal of the Commission to be im-
printed on the bonds, in which case it shall not be necessary that said
official seal be impressed physically upon the bonds. Said guarantee
or endorsement by the County Council and by the County Commis-
sioners shall be signed on each of said bonds on behalf of each County
by the Secretary [or Clerk] of the County Council and the Clerk
of the Board of County Commissioners or by any officer designated
for such purpose by the said County Council and County Commis-
sioners, by his facsimile or manual signature as the County Council
and the Board of County Commissions COMMISSIONERS shall each
respectively determine, within twenty days after the bonds are pre-
sented by said Commission for the signing of such endorsement. In the
event of any liability under the above guarantee, such liability for each
county shall be in such proportion as the assessable basis of that part
of either county within the Sanitary District bears to the assessable
basis of the whole of said District. Notwithstanding the foregoing
provisions of this paragraph, the Commission may, at its option and
pursuant to the provisions of Chapter 345 of the Laws of Maryland
of 1957, waive the guarantee of said Counties above provided for.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

AN ACT to add a new Section 38B to Article 33 of the Annotated
Code of Maryland (1962 Supplement), title "Elections," subtitle
"Registration by Permanent Boards of Registry," to follow imme-
diately after Section 38A thereof, to provide for a new registration
of voters in Howard County.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 38B be and it is hereby added to Article 33 of the
Annotated Code of Maryland (1962 Supplement), title "Elections,"
subtitle "Registration by Permanent Boards of Registry," to follow
immediately after Section 38A thereof, and to read as follows:
