sioner.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

(House Bill 675)
AN ACT to repeal and re-enact, with amendments, Section 70 of
Article 27 of the Annotated Code of Maryland (1962 Supplement),
title "Crimes and Punishments," subtitle "Cruelty to Animals,"
and to add new Section 70B to said article and subtitle, to follow
immediately after Section 70A thereof, altering the provisions of
the law relating to allowing dogs to run at large while in heat
insofar as such laws relate to Howard County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 70 of Article 27 of the Annotated Code of Maryland
(1962 Supplement), title "Crimes and Punishments," subtitle "Cruel-
ty to Animals," be and it is hereby repealed and re-enacted, with
amendments; that new Section 70B be and it is hereby added to said
article and subtitle, to follow immediately after Section 70A thereof,
and all to read as follows:
70.
In Cecil, Dorchester, [Howard] and Wicomico counties, it shall be
unlawful for the owner or custodian of a female dog while in oestrus
or in a condition commonly known as "in heat" or "in season" to
knowingly allow the same to run at large. Every person violating the
provisions of this section shall be deemed guilty of a misdemeanor
and, upon conviction thereof, shall be subject to a fine of not more
than twenty-five dollars. Provided further that in Cecil, Dorchester
and Wicomico counties the owner or custodian of said female dog
shall keep said female dog confined during said period aforementioned.
70B.
In Howard County the owner or custodian of an unspayed female
dog shall be required to confine it adequately when in oestrus or in a
condition commonly known as "in heat." Adequate confinement is
understood to mean—beginning soon enough and continuing long
enough (this period is generally accepted to be twenty-one days), and
made secure enough to provide protection from contact with adven-
turous ROAMING dogs, the attraction of dogs to the premises, and/or
the migration of dogs.
Any person violating this section shall be guilty of a misdemeanor
and upon conviction thereof shall be fined not less than $10.00 nor
more than $50.00.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.
