Sec. 7. And be it further enacted, That the County Commissioners
of Washington County shall designate two of its members, and the
Board of Education of Washington County shall designate two of
its members who shall serve on the School Building Commission. The
Governor shall select two persons to serve on the School Building Com-
mission. The six persons so designated shall then select one repre-
sentative citizen of Washington County, and the seven persons so
designated shall constitute the "Washington County School Building
Commission of 1963." Said Commission is authorized to make a full
and detailed study of the type of construction and plans of the build-
ings constituting the projects enumerated herein, the type and amount
of equipment necessary therefor, and shall make a detailed study of
the costs thereof and obtain such other data as in the opinion of said
Commission is required to properly carry out the duties hereby as-
signed to the Commission under the provisions hereof, and shall from
time to time make recommendations concerning the same to the Coun-
ty Commissioners of Washington County and the Board of Education
of Washington County, which recommendations said joint Boards
shall consider, but which shall be advisory only and shall not bind
said Boards in any action which they may take. In the event of a
vacancy of the Commission by death, resignation, or otherwise, such
vacancy shall be filled by the Board or Boards, and in the manner, by
which the member of the Board whose vacancy is being filled was
originally selected.

Sec. 8. And be it further enacted, That Section 177 of the Code of
Public Local Laws of Washington County (1957 Edition), being
Article 22 of the Code of Public Local Laws of Maryland, title "Wash-
ington County," subtitle "County Commissioners," as such
section was
last amended by Chapter 380 of the Acts of 1959, be and it is hereby
repealed and re-enacted with amendments to
read as follows:

The County Commissioners of Washington County shall have au-
thority (1) to lease, to sell, at either public or private sale, and to con-
vey, or otherwise to dispose of and convey any real estate or interest
in real estate now held or owned or hereafter acquired by said County
Commissioners and no longer needed for public use, provided that the

intent to lease, sell, dispose of, or convey, except in the case of a con-
veyance made between the County and any federal, state or local
government, shall be advertised in a newspaper having general dis-
tribution in the county, once a week for three successive weeks and
(2) to buy at public or private sale or to accept without consideration
any real estate which in their judgment shall be useful to Washington
County; provided, however, that said County Commissioners shall

not expend for the acquisition of property for any one purpose an
amount in excess of One Hundred Thousand Dollars ($100,000); and
further provided, however, that the proceeds from sales of all existing
school facilities, school lands and other properties presently used for

school facilities and titled in the name of the County and/or branch,
department or derivative thereof shall be paid into the "Special School

Fund" for school construction and repairs created by the Bond Issue

Act of 1963.

Sec. 9. And be it further enacted, That this Act shall be known be known as
the "Bond Issue Act of 1963."
