ploy or contract with, such persons, firms or corporations, at [sal-
aries] such compensation as the [to be fixed by] said Commissioners
[, as are deemed necessary to effectuate the disposal of trash in said
County] shall determine, for the proper operation of any such dis-
posal area in use. Lands suitable for such use may be acquired by
purchase, [condemnation] lease or otherwise and in the event the
County Commissioners are [hereby authorized and empowered to
levy an amount sufficient to cover the cost of said acquisition.] unable
to contract with the owner for the acquisition of any such area of
land required for the purpose, they may proceed to acquire same by
condemnation in the same manner as prescribed for the acquisition
of County Roads.
The County Commissioners are empowered to establish regula-
tions for the use of such disposal areas, to issue permits and prescribe
the conditions therefor, to persons, firms and corporations engaged
in trash disposal operations using same, and to suspend or revoke
any such permit for reasonable cause, and collect reasonable fees
for commercial use of such areas.
Any person violating any regulation duly established by the County
Commissioners for the operation of a trash disposal area under the
authority of this section shall be guilty of a misdemeanor and upon
conviction thereof shall be punished by a fine of $25.00.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

(House Bill 1059)
AN ACT to repeal and re-enact, with amendments, Section 5(d) of
Article 38 of the Annotated Code of Maryland (1962 Supplement),
title "Fines and Forfeitures," to change the amount payable an-
nually to the Court Library of Charles County out of fines and
recognizances or from the County Commissioners, and to clarify
a provision concerning the judge under whose direction such sums
shall be expended.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 5(d) of Article 38 of the Annotated Code of Maryland
(1962 Supplement), title "Fines and Forfeitures," be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

(d) In Charles County, if in any fiscal year, commencing July 1,
[1958] 1962, the said payments to the court library of one half the
fines imposed and recognizances forfeited are less than [two thousand
five hundred dollars ($2,500.00)] three thousand dollars ($3,000.00),
the County Commissioners thereof shall pay the clerk of the court,
for the use of said library, whatever amount may be necessary to
bring to [two thousand five hundred dollars ($2,500.00)] three thou-
