second toll bridge across the Chesapeake Bay or the enlargement
or improvement of the existing bridge across the Bay and providing
for the repayment of the money so expended.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 32 (B) be and it is hereby added to Article 89B of
the Annotated Code of Maryland (1962 Supplement), title "State
Roads" subtitle "Distribution and Use of Special Funds," to follow
immediately after Section 32 (A) thereof, and to read as follows:
32.
(B) The Commission is hereby authorized, notwithstanding the
provisions of Section 32 (e) of this Article, to expend out of any
funds available for the purpose a sum not to exceed Two Million
($2,000,000.00) ONE MILLION ($1,000,000.00) Dollars for the
study of a second toll bridge across the Chesapeake Bay or the en-
largement or improvement of the existing bridge across the Bay
and to use its engineering and other forces, and the services of
consulting engineers and traffic engineers, for the purpose of effect-
ing such study and to pay for such additional engineering and traffic
and other expert studies as it may deem expedient, and all such
expenses incurred by the Commission prior to the issuance of
revenue bonds to finance such bridge or the enlargement or im-
provement of the existing bridge shall be paid by the Commission
and charged to the proposed toll facility, and the Com/mission shall
keep proper records and accounts showing each amount so charged.
Upon the sale of revenue bonds for the proposed facility or improve-
ment, the funds so expended by the Commission in connection with
such facility or improvement, shall be reimbursed to the Commission
from the proceeds of such bonds.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

(House Bill 921)
AN ACT to add a new Section 9A to Article XII-A of the Charter of
the City of Rockville, said Charter being Chapter 49 of the Mont-
gomery County Code 1960, as amended, said new section 9-A to
follow immediately after Section 9 thereof to authorize the Mayor
and Council of Rockville, in connection with urban renewal proj-
ects, to create special taxing districts for the purpose of financing
the design, construction, establishment, extension, alteration, oper-
ation or acquisition of public parking facilities and to levy on all
real and personal property subject to ordinary city taxes located
within said special taxing districts an ad valorem tax for the
purpose of financing the same, subject to certain restrictions and
limitations.
