14.
(a) The commission may appoint such employees as it may deem
necessary for its work. The Commission may also contract with city
planners, engineers, architects, and other consultants for such serv-
ices as it may require. The expenditures of the commission, exclu-
sive of gifts, shall be within the amounts appropriated for the purpose
by council, which shall provide the funds, equipment, and accommo-
dations necessary for the commission's work.
(b) In addition to all other provisions of this section, in Allegany
County the Commission may make such appointments and contracts
only upon obtaining prior written approval from the Board of County
Commissioners.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

AN ACT to add new Subsection (d) to Section 134 of Article 2B
of the Annotated Code of Maryland (1957 Edition and 1962 Sup-
plement), title "Alcoholic Beverages," subtitle "Taxation," to fol-
low immediately after Section 134(c) thereof, providing for the
disposition of certain alcoholic beverage tax revenues received by
the County Commissioners of Harford County.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Subsection (d) be and it is hereby added to Section 134 of
Article 2B of the Annotated Code of Maryland (1957 Edition and
1962 Supplement), title "Alcoholic Beverages," subtitle "Taxation."
to follow immediately after Section 134(c) and to read as follows:
134.
(d) All payments received by the County Commissioners of Har-
ford County pursuant to subsection (a) shall be paid by said Com-
missioners to the Harford County Metropolitan Commission for use
in supplying sanitary services.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.
