that if such temporary license or notice of refusal thereof is not
received from the Commissioner within ten days from the date the
application was sent to the Commissioner, the insurer may assume
that the temporary license will be issued in due course and the appli-
cant may act as if such temporary license had been issued until
notice to the contrary is received from the Commissioner.

(b)   The temporary license shall be issued upon application filed
with the Commissioner in such form and containing such informa-
tion as the Commissioner may reasonably require, and upon pay-
ment of the applicable fee as prescribed in section 41.

(c)   The temporary license shall be for a term not exceeding ninety
(90) days, subject to extension by the Commissioner in his discre-
tion for additional periods of not more than ninety (90) days each;
but not to exceed an aggregate period of fifteen (15) months; pro-
vided that the designee under subsection (a) (4) above may be issued
a temporary license for such period of time as the Commissioner may
deem necessary for the continuation of the business of the agent or
broker.; TEMPORARY LICENSES FOR INDUSTRIAL LIFE IN-
SURANCE COLLECTORS SHALL NOT BE ISSUED FOR MORE
THAN 180 60 DAYS. 60 DAYS, SUBJECT TO RENEWAL FOR A
LIKE PERIOD AT THE DISCRETION OF THE COMMISSIONER.

(d)   The Commissioner shall within 30 days from the date an
application is received, either issue a temporary license to the appli-
cant therefor, or refuse in writing. The written refusal to issue the
license shall contain the reasons upon which such action is based.

173. Special Licenses; Travel Ticket; Motor Vehicle Insurance.

(a)   The Commissioner may issue a special restricted license,
without regard to education or experience or examination require-
ments, to individuals soiling transportation tickets of a common

carrier of persons and property, who shall act as agents only as to

ERTY, WHO SHALL ACT AS AGENTS ONLY AS TO travel
ticket policies of life, accident, or baggage insurance on personal
effects. The Commissioner may prescribe and furnish such special
forms calling for such information as he deems proper, in connection
with application for or renewal of such special license.

(b)   A licensed agent may solicit applications for and issue poli-
cies of personal travel, life, accident or baggage insurance by means
of mechanical vending machines supervised by him. AND LOCATED
SOLELY IN TERMINAL FACILITIES OF COMMON CARRIERS.
As to each machine to be so used, the Commissioner shall issue to
the agent a special vending machine license. The license shall specify
the name and address of the insurer and agent, the name of the
policy to be sold, the serial number of the machine, and the place
where the machine is to be in operation. The license shall be subject
to annual renewal, to expiration, suspension or revocation coinci-
dentally with that of the agent; and no license shall be issued, con-
tinued, or renewed unless the policy so sold conforms to the require-
