"Sec. 14. And be it enacted, That none of the provisions of
this act shall, in any manner, be construed to apply to Kent,
Carroll, Dorchester, Cecil, Howard, Somerset, Charles, Bal-
timore, Anne Arundel, Talbot, Queen Anne's, Worcester,
St. Mary's, Prince George's and Harford counties, and Bal-
timore city;"
