Mr. Belt proposed the following amendment:

Add at the end of last section,

"Provided, That any free negro living in any of the counties
exempted from the operation of this act, who shall upon any
pretence whatever, go into any county in which this act shall
be in force, such free negro shall at once become subject to the
penalties of this act, and shall be apprehended and sold by
the sheriff as a slave for life; the proceeds to be applied to
the school fund of the county; and for every such sale the
sheriff shall receive a fee of twenty-five dollars;"

Which was assented to.

Mr. Stirling proposed the following amendment:
Add additional section,

"Sec. 22. And be it enacted, That the provisions of this act
shall not be construed to apply to the city of Baltimore;"

Which was not assented to;

Mr. Stirling moved to strike out the enacting clause of said
bill.

Mr. Ford, of Baltimore county, called the previous ques-
tion;

Which was sustained.

The question then being "shall the main question be now
put?"

It was determined in the affirmative.

The question then recurring on the motion to strike out
the enacting clause.
