Section 17, line 7, after word "and" insert "if done with
the knowledge of the owner of said slave;

Mr. Mackubin proposed the following amendment;

"Add section 18. And be it enacted, That all free negroes
hereafter convicted of a crime, the penalty for which is con-
finement in the Penitentiary, shall be sold out of the State;"

Which was assented to.

Mr. Grieves proposed the following amendment;

Section 19, line 3, strike out "in each and every year" and
insert "1858;"

Mr. Alexander proposed the following amendment:

"Strike out section 19;"

Which was assented to.

Mr. Stonestreet proposed the following amendment:

"Sec. 21. And be it enacted, That from and after the pas-
sage of this act no free negro or mulatto shall be sentenced
by any court of this State upon conviction of any grand or
petty larceny, or other felony, to the State Penitentiary, but
shall be sentenced to be sold by the sheriff of the county,
where said free negro or mulatto may reside, for a term of
years not less than one nor more than five, at the discretion
of the court, and the proceeds of said sale shall be paid over
by the said sheriff to the commissioners of the tax of the
county where said conviction may have taken place, for the
benefit of the school fund of said county."

Which was assented to.

Mr. Riddlemoser proposed the following amendment:

"Provided, however, That nothing in this act shall be so
construed as to apply to Old Cavetown District, in Washing-
ton county."

Which was assented to.
On motion of Mr. Rogers,

The vote by which the amendment just adopted was recon-
sidered and the amendment rejected.

Mr. Summers proposed the following amendment:,

Add the following section:

"And be it enacted, That nothing in this act and its provi-
sions shall apply to Washington county;"

Which was assented to.

Mr. Wickes proposed the following amendment:

"And be it enacted, That this act and its provisions shall
not be in force or apply to Kent, Cecil, Talbot, Worcester or
Allegany counties;"
