354, entitled, an act to incorporate the Patapsco Bank of
Maryland, was taken up for consideration.

"The Judge of the Circuit Court of Howard county be and
he is hereby authorized and empowered to appoint com-
missioners whose duty it shall be to complete the organiza-
tion of said Bank through all the forms thereof agreeably to the
