On motion Mr. Burgess,

Leave was granted to withdraw from the files of the House
bill No. eleven entitled, an act to provide for the increase of
the per diem allowance of the judges of the Orphans' court
of Charles county.

On motion of Mr. Alexander,

Leave was granted to the committee on Inspections, to in-
troduce a bill to provide for the Inspection of Guano, and
other fertilizers and artificial manures, and the appointment
of Inspectors and Weighers thereof.

On motion of Mr. Alexander,

Leave was granted to the committee on the Judiciary to in-
troduce a hill, to regulate the Justices of the Peace of Balti-
more city, in locating their places of business and fixing their
compensation, and providing for the payment of the same.

On motion of Mr. Harrington,

Leave was granted the committee on Corporations, to in-
troduce a bill for an act to incorporate the Maryland Mutual
Life and Fire company.

On motion of Mr. Magruder,

Leave was granted a select committee to be appointed by the
Speaker, to introduce a bill appropriating a sum of money for the
building of a fire proof Record office, and for the improvement of
the public grounds and buildings at the seat of government.

The Speaker appointed Messrs. Magruder, Crowley and
Contee, said committee.

Mr. Rogers, presented the following Resolution:

Resolved, That the Treasurer he, and he is hereby request-
ed to inform this House forthwith, whether all payments
made on account of interest due on State stock since the 30th
day of September last have been made in accordance with
the act of Assembly in such case made and provided, and if
not, why.

Which was read the first time.

Mr. Lynch, of Baltimore county, proposed the following
message:

By the House of Delegates,

January 18, 1858.
Gentlemen of the Senate :

We propose to your honorable body that a joint committee
be appointed to visit and examine into the Maryland State
Lunatic Asylum. We have appointed on the part of this
