manded by the free and reciprocal trade established by the
United States in her commercial intercourse with Europe.

Resolved, That the onerous duties complained of rest
alone upon tobacco of all the leading articles of American
production.

Resolved, That in the event of a refusal on the part of
the governments where said duties exist; to make a proper
reduction of the same, the Government of the United States
should impose countervailing duties on the products of those
countries imported into the United States, and that other
American interests ought to submit to such duties until equal
justice be obtained.

Resolved, That the Senators and Representatives in Con-
gress from Maryland be requested to use their efforts to effect
the objects described in the above resolutions.

Which was read.

On motion of Mr. Sudler, of Somerset,

Leave was granted to the Somerset county delegation to
introduce a bill for the better regulation of the school system
in Somerset county.

On motion of Mr. Hanway,

Leave was granted to the committee on Judiciary to intro-
duce a bill to regulate the fees of justices of the peace and
constables in certain cases.

On motion of Mr. Wickes,

Leave was granted to the Kent county delegation to in-
troduce a bill for a lien law for said county.

On motion of Mr. Hanway,

Leave was granted the Harford county delegation to intro-
duce a bill to be entitled, an act to allow the county commis-
sioners of Harford county further time to complete their levy.

On motion of Mr. Goldsborough,

Leave was granted the committee on Judiciary to amend
the act of 1853, ch. 220, relative to the powers of the com-
missioners of the several counties of this State.

Mr. Magruder, from the committee on Judiciary, reported
favorably on the following bills:

A bill entitled, an act to provide for preparing, printing
and distributing a general Index to the acts and resolutions
of the General Assembly of Maryland, from 1846 to 1858 in-
clusive.

Which was read the first time.
