MONDAY, March 1st, 1858.

The House met, and was opened with prayer by Rev. Mr.
Graff.

Present at the call of the roll, the following members ;

Messrs. Berry, Sp'r, Morgan, Neale, Wickes, Meginnis,
Mackubin, Kilbourn, Griffiss, Magruder, Burgess, Walker,
Ford, of Baltimore county, Kennard, Lynch, of Baltimore
county, Clarke, Goldsborough, Waller, Moore, Sudler, of
Somerset, Tilghman, Dail, Grieves; Kidd, Belt, Sudler, of
Queen Anne's, Landing, Spence, Hearn, Thomas, Harding,
Bowlus, Root, Koons, Hobbs, Hanway, Bacon, Todd, Stir-
ling, McPherson, Smith, of Baltimore city, Kennard, Lynch,
of Baltimore city, Crowley, Forrest, Alexander, Rohrer,
Gray, Schebly, Riddlemoser, Duvall, Worthington, Thrus-
ton. Barnard, Mountz, McKinstry, Reindollar, Welling and
Dorsey.

The proceedings of Saturday were read.

Mr. Hobbs presented a petition from thirty-three citizens of
Frederick county, praying the passage of an act to sell for a
certain term, free negroes, to pay their indebtedness;

Which was referred to the committee on Colored Popula-
tion.

Mr. Goldsborough presented a petition from sundry citizens
of Talbot county, in reference to the construction of a wharf
on the waters of the Choptank river;

Which was referred to the Talbot county delegation.

Mr. Worthington presented a petition from J. W. Brown
and forty others, asking for the passage of a law for the sale
of free negroes and mulattoes, for debts contracted by them;

Which was referred to the committee on Colored Popu-
lation.

Mr. Gray presented a petition from John Sarin and twenty-
five others, citizens of Washington county, to incorporate the
Sons of Temperance of Sandy Hook, of said county ;

Which was referred to the committee on Corporations.

Mr. Smith, of Baltimore city, presented a petition from
sundry citizens of Baltimore city, praying an alteration in
the license law, passed at January session, 1856, chapter 353;

Which was referred to the committee on Ways and Means.

Mr. Alexander presented a memorial from Samuel Kirk,
John Dukehart, John P. Staylor, Samuel K. Dunnock, John
R. Kelso and A. B. Gordon, joint standing committee of the
