The bill entitled, an act to authorize the Orphans' Court
of Somerset county to purchase a new seal and to provide for
the better preservation of the records in their office,

Was read the second time.

The bill entitled, an act to extend the powers of the Presi-
dent and Commissioners of the village of Port Deposit being
upon its second reading,

Mr. Davis proposed the following amendment:

Add to section 10,

"Provided, that no special levy or assessment by said Pre-
sident and Commissioner upon any land-owner or owners
shall be lawful in any case where the damages to said land-
owner or owners have been first determined by a jury under
any of the provisions of this act,

Which was assented to.

The bill entitled, an act authorising the county commision-
ers of Harford county to remove from the assessment of said
county two absconding negro slaves for life, now assessed to
Abdiel Unkefer;

The bill entitled an act to establish a uniform system of
of public schools in Cecil county,

Being upon its second reading,

Mr. Ford, of Baltimore county, proposed the following
amendment:

Article 2, section 3, line 4, strike out all after the word
"board."

The said bill as amended,
