On motion of Mr. Belt,

Leave was granted the committee on Judiciary to introduce
a bill to regulate the rate of interest, and to provide penalties
against usury, in this State, as required by sec. 49 of art. 3 of
the Constitution.

On motion of Mr. Goldsborough,

Leave was granted the committee on Judiciary to introduce a
bill for the relief of Ann Eliza Jones and Maria Susannah Jones
of Queen Anne's county.

The Speaker laid before the House the following communica-
tion:

Adjutant General's OFFICE,

Annapolis, Jan. 14th, 1858.
To the Hon. John S. Berry,

Speaker of House of Delegates,

Sir:—I was unable to execute fully, the order of the Honora-
ble House of Delegates of yesterday's date.

Governor Ligon had issued directions for hoisting of flag and
firing a National Salute at 12 o'clock. Beyond that number of
guns, for want of powder, it were impossible to have made any
addition; and had it been otherwise, time was wanting to prepare
cartridges.

Which was read.

Mr. Magruder from the committee on Judiciary, reported a bill,
entitled, an act to grant the leave of the Legislature to a sale of
land to the vestry of St. Paul's Parish;

Which was read the first time.

Mr. Thruston, reported a bill entitled, an act to make valid and
binding the survey of the taxable bounds of the city of Cumber-
land, as adopted and established by the Mayor and Councilmen
of said city, on the fourth day of January in the year eighteen
hundred and fifty-eight, and to extend the corporate powers of
the Mayor and Councilmen of the city of Cumberland, over the
said survey;

Which was read the first time, by special order the second
time, and ordered to be engrossed for a third reading.

The Secretary of the Senate delivered the following bill:

Entitled, an act confirmatory of the act passed at January ses-
sion, eighteen hundred and fifty-six, appropriating the sum of
