330             JOURNAL OF PROCEEDINGS [Feb. 11,

Mr. Sudler, of Somerset, moved to lay said order on the
table.

Mr. Grieves offered the following order:

Ordered, That the Librarian be and is hereby directed to
have the American Flag displayed from the dome of the State
House each day as soon as the House of Delegates shall be in
session, and not have the same lowered until both Houses
shall have adjourned;

Which was adopted.

Mr. Forrest offered the following order :

Ordered, That the Librarian be directed to furnish each of
the committee clerks with one erasing knife and piece of in-
dian rubber;

Which was adopted.

Mr. Rogers offered the following order :

Ordered, That the Librarian be and he is hereby directed
to purchase for the Library five copies of the work on banking
written by Lord Overstine;

Which was rejected.

Mr. Bowlus offered the following order:

Ordered, That the committee on the Judiciary, be required
forthwith to report a bill to make valid all deeds in this State
which have not been recorded within the time prescribed by
law;

Which was adopted.

Mr. Tilghman offered the following order :

Ordered, That the chair appoint a committee of two, who
shall immediately proceed to execute the order relating to
hoisting the National Flag on the State House;

Which was adopted.

And the chair appointed Messrs. Tilghman and Contee, as
said committee.

On motion of Mr. Kennard,

Leave was granted to introduce a bill entitled, an act to aid
in the erection of a Monument commemorative of the Declara-
tion of American Independence;

Which was adopted.

And the chair appointed Messrs. Kennard, Magruder and
Goldsborough, as said committee.

On motion of Mr. Day,

Leave was granted to the committee on Judiciary, to intro-
duce a bill to prevent the interception of the correspondence
whether verbal or written, between all citizens over twenty-
