304            JOURNAL OF PROCEEDINGS [Feb. 9,

for the attendance of witnesses to testify before him as to the
original cause of fire occurring in the city of Baltimore, and
in case of refusal of witnesses to attend, or after attendance
refusing to testify, to authorise any justice of the peace of the
State of Maryland, in and for the city of Baltimore, or any of
the judges of any of the courts for the city of Baltimore, upon
application of the Fire Inspector, to enforce a tine upon such
person so refusing, and authorising said justice of the peace
or judges to commit to prison, until fine and costs be paid :

Which was read the first time.

Mr. Welling from a special committee, reported favorably
on a bill entitled, an act to locate and build a new School
House in District No. 10, in Howard county;

Which was read the first time.

Mr. Welling, from a special committee, reported favorably
on a bill entitled, an act to authorise and empower the Pri-
mary School Commissioners of Howard county, to lay out and
establish a new School District in said county;

Which was read the first time.

Mr. Kilbourn, from a select committee, reported favorably
on a bill entitled, an act enlarging the powers of the various
courts in this State having equity jurisdiction, in relation to
the improvement of the vendor's liens on real estate;

Which was read the first time.

Mr. Kilbourn, from a select committee, reported favorably
on a bill entitled, an act to lay off a new primary school dis-
trict in Anne Arundel county, to be styled School District
No. 52; to authorise the election of Trustees therefor, and the
erection of a school house therein;

Which was read the first time.

Mr. Kilbourn, from a select committee, reported favorably
on a bill entitled, an act to regulate the attendance of the
Register of Wills for Anne Arundel county;

Which was read the first time.                         

Mr. Kilbourn, from a select committee, reported favora-
bly on a bill entitled, an act to compensate James S. Frank-
lin, former State's Attorney for Anne Arundel county, for the
trial of the case of State versus Thomas M. Tongue;

Which was read the first time.

Mr. Todd, from a select committee, reported favorably on a
bill entitled, an act authorising William G. Nicholson, Reg-
ister of Wills for Caroline county, to have certain record
books in his office repaired;

Which was read the first time.
