A. B. Cross' memorial, for the use of Mr. Forrest," Messrs.
Dail and Sudler, of Somerset, who appear, by the Journal, to
have voted in the affirmative, would have voted in the nega-
tive, if they had not misunderstood the question before the
House;

Mr. Stirling moved to lay said order on the table ;

Which was determined in the affirmative.

Mr. Magruder moved to postpone the order of the day, for
the sole purpose of introducing leaves, and allowing commit-
tees to report bills;

Determined in the negative.

The House then took up for consideration the order of the
day, being,

The bill entitled a supplement to an act passed January
session 1853, entitled, an act to regulate Pilotage.

On motion of Mr. Belt,

The House resolved itself into committee of the whole, for
the consideration of said bill;

Mr. Dail in the Chair.

After sometime spent in committee on the whole, the Speaker
resumed the chair, and,

Mr. Goldsborough offered the following order:

Ordered, That it be noted on the Journal that Mr. Clark,
is detained from this House by indisposition;

Which was adopted.

The hour having arrived for taking up the order of the
day.

Mr. Dail, chairman of the committee of the whole, reported
that the committee had had under consideration the bill en-
titled a supplement to an act passed January session 1853.
entitled, an act to regulate Pilotage, reported progress thereon,
and asked leave to set again at 12 o'clock to morrow ;

On motion of Mr. Alexander,
The rules were suspended; and,

The bill entitled, an act to provide for the representation
of the State by counsel in certain cases, now pending in the
Court of Appeals on appeal from the Criminal Court of Bal-
timore city, arising under the license laws of the State, and
appropriating a sum of money to pay the person whom the
Governor may employ as counsel for his services in such
cases;

Was read the second and third times, by special order,
three-fourths of the members concurring and passed by yeas
and nays, as follow:
