Mr. Alexander offered the following order:
Ordered, That the Librarian be and he is directed to have
a suitable Spread Eagle prepared and placed over the Speaker's
chair in this Hall;
Which was rejected.
Mr. Rogers presented the following Preamble and Resolu-
tions :
Resolved by the General Assembly of Maryland;
Whereas, the General Assembly of Maryland, did on the
fourth day of April, in the year eighteen hundred and thirty-
six, declare their sentiments, and resolve as follow :
Whereas, the United States of America, by her convention
with France, concluded on the 30th of September, 1800, pur-
suing a course of wise and urgent policy, which had the effect
of maintaining the peace, and eminently promoting the pros-
perity of our country, stipulated for a discharge from the
onorous article in the treaty with France of the year 1778,
which bound the United States to guarantee to the crown of
France her possessions in America, and also was by that con-
vention released from all claims of France or her subject
against the United States; but, whereas, the United States
accomplished her exoneration from these momentous liabilities
by surrendering all pretensions for indemnification claimable
for American citizens on account of "illegal captures, seizures
and confiscations" by France, before the 30th of September,
