So the House refused to adjourn.
On motion of Mr. Alexander.

The House resolved itself into Committee of the Whole,
Mr. Harrington in the Chair.

After some time spent in Committee of the whole ;
The Speaker resumed the chair, and

Mr. Harrington, chairman of the committee of the whole,
reported favorably the Preamble and Resolutions offered by
Mr. Grieves, and unfavorably upon the Substitute offered by
Mr. Mackubin, and asked to be discharged from their further
consideration.

Mr. Belt offered the following order :

Ordered, That whereas, at a sitting of the committee of the
Whole House, this evening, the chairman thereof did leave
the chair, as is alleged; and whereas, the Speaker of this House
did immediately take the chair, declare the committee dissolv-
ed and the House to be in session, although the said commit-
tee had not entertained any motion to rise; and whereas, the
said committee at that time had under consideration the pre-
amble and resolutions offered by the gentleman from Dorches-
ter, and the substitute thereto offered by the gentleman from
Anne Arundel; and whereas, these resolutions and the sub-
stitute are now said to have been reported to this House from
said committee with certain recommendations. Mr. Belt ob-
jects, as a question of order, that the action of the Speaker in
