dissolving the committee as aforesaid, has discharged it from
the consideration of the said resolutions unless the same be
again brought before the House as new matter.

On motion of Mr. Alexander,
The said order was laid on the table.

Mr. Smith, of Baltimore city, demanded the previous ques-
tion on the Substitute to the Preamble and Resolutions.

The question then being "shall the main question now be
put;"

It was determined in the affirmative.

The question then recurring upon the following substitute
offered by Mr. Mackubin, on Thursday,

Ordered, That so much of the Governor's Message as refers
to the "lawlessness in Baltimore," be referred to a committe
to be composed of one delegate from each county and the city
of Baltimore, and that the Chairman of said committee shall
on the application of any three members, summon such wit-
nesses and send for such papers as they may deem necessary
to a full and fair investigation of the subject.

The yeas and nays were demanded and appeared as follows;
