The Secretary of the Senate delivered the following mes-
sage:
By the Senate,
January 16, 1860.
Gentlemen of the House of Delegates:
We have your message, proposing a joint committee, to
consist of three members from each House, to proceed to the
city of Baltimore and make a thorough investigation into the
affairs and condition of the House of Refuge, and that they
have full power to send for persons and papers, and to exam-
ine witnesses under oath, and make a report to this House,
and concur therein.
We have appointed Messrs. Dashiel, Miles and Whitaker
on the part of the Senate.
