of Judge Stump, and concur therein.

We have appointed Messrs. Goldsborough. of Talbot,
Goldsborough, of Dorchester, and Watkins, to act with the
committee of your House in presenting said address to the
Governor.

act to add an additional section to article 54th of the code of
public general laws, relating to the State Library;

code of public general laws, by repealing the 42d, 43d, 44th,
45th, and 46th sections of the said article, and by adding

slaves, and authorising free negroes to renounce their free-
dom and become slaves, was taken up, when
