Mr. Freaner offered the following :

Ordered, That the committee on Elections, be empowered
to send for persons and papers, in the matter of the contest of
A. Lingan Jarrett vs. "William Purnell, and R. J. Kerr vs.
Thomas B. Gaither.

On motion of Mr. Coudy,

Leave was granted the committee on Corporations, to in-
troduce a bill to incorporate the Washington county Railroad
company.

Mr. Jones, of Prince George's county, offered the follow-
ing:

Ordered, That the Speaker of this House, instruct the
Chief Clerk to have made an American storm flag, six feet
long, to be hoisted daily, instead of the large one now used;

Which was adopted.

On motion of Mr. Krafft,

Leave was granted the committee on the Judiciary to intro-
duce a bill entitled, an act relating to arrest and bail, in cer-
tain civil actions in the city of Baltimore.

Mr. Briscoe submitted the following resolutions :

Whereas, Numerous papers and books of a dangerous and
incendiary character, and having a tendency to engender a
spirit of insubordination among our slave population, are
circulated through this State, by means of the post offices of
the General Government, by fanatical societies in the North-
ern States;

Be it resolved by the General Assembly of Maryland,
land, That we advise the Governor of this State, to take all
legal and necessary means to suppress the same, and that all
post masters in this State, be forbidden to deliver any such
publication, whether printed or written to any person to whom
they may be directed—the failure to observe such a course
upon their part, to be regarded as a circulation of such pub-
lications ;

Which were read the first time.

On motion of Mr. Lawson,

Leave was granted Messrs. Lawson, Holland and McAl-
lister, to report a bill to regulate the measurement of sweet
potatoes.
