Ordered, That the Treasurer's report relative to the pay of
the electors of 1836, be referred to the committee on Claims;

Which was adopted.

The House then took up for consideration the bill en-
titled, an act to amend the 65th article of the code of public
general laws by repealing the 42d, 43d, 44th, 45th, 46th,
55th, 56th, and 59th sections of said article, by adding
thereto certain new sections prohibiting manumission of
negro slaves, prohibiting and punishing the immigration of
free negroes, providing a board of police commissioners, and
authorising them to sell and bind out free negroes, and
authorising free negroes to renounce their freedom and be-
come slaves;

Said bill being upon its second reading,

Mr. Burgess proposed the following amendment:

In 1st section, 6th line, after the wont "testament," insert
"unless the owners of said negroes, at the time of their
emancipation, shall make provision for their permanent re-
moval from the State;"

Which was adopted.

Mr. Burgess proposed the following amendment:

In section 4, line 5, after the word "family," insert the
words "or employment," and strike out the words ''to such
family,"' in line 5, same section;

Which was adopted.

Mr. Worthington proposed the following amendment:

At the end of section 5, add,

"Provided, That the attendance of said commissioners,
shall not exceed 30 days in the year, except by special order
of the Circuit court of the counties;"

Which was adopted.

Mr. Briscoe proposed the following amendment:
Section 7, 4th line, after the word "habits," insert: "and
not in the bona fide employment of some responsible citizen
of this State, under a contract of hire in writing, by the
year or month, or not assessed with property to the value of
one hundred and fifty dollars:
Which was adopted.

Mr. Denison, of Baltimore county, proposed the following
amendment:
