Strike out the 9th section;

Mr. Legg proposed the following substitute:

After the word "negro," in 2d line, 9th section, insert "for
the year;"

Which was rejected.

The question then recurring upon the motion of Mr. Deni-
son, of Baltimore county;

It was rejected.

Mr. Mills proposed the following amendment:

At the end of section 11th add: "Provided, that the said
commissioners shall only bind out those whose parents are un-
able, in their judgment, to support and maintain them;"

Which was adopted.

Mr. McAllister proposed the following amendment:
At the end of the last section add: "Provided that nothing
in this act shall apply to the city of Baltimore, unless ap-
proved by the mayor and city council of Baltimore, at their
next annual session;

Mr. Booze proposed the following substitute:
"Provided, however, that nothing in this act shall apply
to the city of Baltimore;

Mr. Dennis, of Somerset, offered the following amendment
to the substitute:

"Provided, That no free negro, from the city of Baltimore,
shall be permitted to go into any of the counties of the State,
under the penalties of the provisions of this act;"

Which was adopted.

The question then recurring upon the substitute as amend-
ed;

It was rejected.

The question then recurring upon the amendment of Mr.
McAllister;

It was lost.

The bill, as amended, was then read the second time, and
by special order the third time, and rejected by yeas and nays
as follow:
