The said bill was then sent to the Senate.

Mr. Jacobs moved to call up printed bill No. 44 relative to
the negro population, being the bill of Mr. Dennis, of Som-
erset.

Mr. Freaner proposed the following substitute for the mo-
tion of Mr. Jacobs:

Resolved by the House of Delegates, That it is the sense
of this House that time will not permit us to mature any
well digested and wise legislation on the free negro question
at this session.

Mr. Ford moved the previous question;

Which was not sustained.

The question then recurred on the substitute;

Which was rejected.

The question then recurred on the motion of Mr. Jacobs;

Which was concurred in, and

On motion of Mr. Jacobs,

The House went into committee of the whole on the print-
ed bill No. 44.

After sometime spent in committee of the whole, the com-
mittee rose, and through Mr. Ford, chairman, reported that
that they had had under consideration, the bill No. 200,
being the bill entitled, an act to amend the 65th article of
the code of public general laws, by repealing the 42d, 43d,
44th, 45th, 46th, 55th, 56th and 59th sections of the said
article, and by adding thereto certain sections prohibiting
manumission of negro 'slaves, prohibiting and punishing the
immigration of free negroes, providing a hoard of police com-
missioners, and authorising them to sell and bind out free
negroes, and authorising free negroes to renounce their free-
dom and become slaves, had made some progress thereon, and
asked leave to sit again;

The House concurred in the report.

On motion of Mr. Krafft,

The House at 2 o'clock adjourned, until Monday morning,
at 11 eleven o'clock.
