On motion of Mr. Straughn,
Leave was granted the committee on the Judiciary to in-
troduce a bill to make valid a deed from Samuel Culbreth
and others to George W. Kugeler and Peter Kugeler, all of
Caroline county.
On motion of Mr. Welch,
Leave was granted the Anne Arundel county delegation to
introduce a bill to extend the act of Assembly of 1858, relat-
ing to the Hale of spiritous liquors in the city of Annapolis
to the 1st, 8th and 3d districts of Anne Arundel county.
Also, leave was granted the same delegation to introduce
a bill for the benefit of public schools in Anne Arundel
county.
Also, leave was granted the same delegation to introduce
a bill relating to the compensation of the sheriff of Anne
Arundel county.
Mr. Naill submitted the following :
Whereas, President Washington, in his last annual mes-
sage, addressed to the Congress of the United States, in De-
cember, 1796, called the attention of that body to the impor-
tance of agriculture, both with reference to individual and
national welfare, indicating that "in proportion as nations
advance in population, and other circumstances of maturity,
this truth becomes apparant, and renders the cultivation of
the soil more and more an object of public patronage," and
asking them to what object it could he dedicated with greater
propriety ;
And whereas, upwards of half a century has been permitted
to pass away in disregard of those wise counsels, and of this
great primary interest;
Therefore, be it resolved, That the General Assembly of
Maryland, do most earnestly recommend the establishment
of a Department of Agriculture, to be devoted exclusively to
the development and improvement of the agricultural and all
other industrial pursuits and interests of the country.
Resolved, That our Senators and Representatives in Con-
gress from this State, be and they are hereby requested to
favor such legislation as may be necessary for the establish-
ment of said agricultural department.
Resolved, That the Governor be hereby requested to trans-
mit a copy of the aforegoing preamble and resolutions to each
of the Senators and members of Congress from this State ;
Which was read the first time.
