On motion of Mr. Morgan,               

Leave was granted the committee on the Militia to report a
bill for the purpose of making an appropriation to arm the
Riley Rifle Company, in St. Mary's county.

On motion of Mr. Gordon,

Leave was granted the committee on the Judiciary to re-
port a bill to change the mode of selecting and summoning
jurors in Baltimore city;
Which was adopted.
Mr. Miller offered the following:

By the House of Delegates,

January 12, 1860.
Gentlemen of the Senate:

We propose with the concurrence of your Honorable Body,
the appointment of a joint select committee to consist of three
members of each House, to proceed to the city of Baltimore,
to inquire into the affairs and condition of the House of
Refuge, and that they have full power to send for persons
and papers, and examine witnesses under oath, and make a
report to this House. We have appointed Messrs. Miller,
Barnard and Griffith, as members of said committee on the
part of the House.

Which was adopted.

Mr. Long presented a memorial from William Harwood,
praying for relief, therein mentioned ;

Referred to the committee on Claims.
On motion of Mr. Harding,

Leave was granted the Montgomery county delegation, to
introduce a bill for the establishment of a primary school
system, in Montgomery county.

On motion of Mr. Freaner,

Leave was granted the committee on Claims to introduce a
bill to compensate John W. Hauck, late sheriff of Washing-
ton county, for services rendered in patrolling Washington
county, under order of the Governor of the State, dated
October 27th, 1859, and to defraying certain expenses incur-
red during said patrol.
