On motion of Mr. Parran,

It was ordered to be entered on the Journal, That had he
been present in the House, on Thursday, the 9th instant, on
the passage of the resolutions censuring Henry Winter Davis,
he would have recorded his vote in the affirmative.

And upon the resolutions appointing a committee to wait
upon His Excellency, the Governor, to enquire whether he
had tendered his congratulations to Mr. Pennington on his
election to the position of Speaker of the House of Repre-
sentatives, he would have voted in the negative.

Mr. Wilson, of Harford, presented a petition from William
8. Young and others, against the present inspection of hay
and straw in Harford county;

Which was referred to the Harford county delegation.
On motion of Mr. Brining,

The rules were suspended and the House took up for con-
sideration the bill entitled, an act to change the name of
Anna Elizabeth Blowmenour, to Anna Elizabeth Dumbaugh:

Which was read the second time, and by special order a
third time, and passed by yeas and nays as follow:
