Mr. Durant presented a petition from John E. Carpenter
and others, praying for relief;

Which was referred to Messrs. Durant, Burgess and Naill.

Mr. Naill presented a petition from sundry citizens of
Frederick county, in relation to the colored population;
Referred to the committee on Colored Population.

Mr. Barnard moved a reconsideration of the vote by which
the order to pay the person appointed to raise the national
flag was adopted.

Mr. Freaner moved to lay the motion to reconsider, on the
table;

Which was not sustained.

The question then recurring on the motion to reconsider;

It was sustained,

And the vote was reconsidered.

Mr. Barnard moved to amend the order by striking out

"one," and inserting "two."

Mr. Freaner moved to lay the amendment on the table;
Which was not concurred in.

The question then recurring upon the order as amended,
It was adopted.

On motion of Mr. Routzahn,                       

Leave was granted the Frederick county delegation to in-
troduce a bill to amend the 311th section of 11th article of
the code of public local laws relating to the sheriff of Frederick
county, and to conform the same to the provision of the code
of public general laws.

On motion of Mr. Jones, of Prince George's,

Leave was granted the Prince George's county delegation
to introduce a bill authorising the Orphans' court of Prince
George's county, to appoint a trustee for James Crawford, a
deaf and dumb free negro of said county.

On motion of Mr. Ford,

Leave was granted the committee on Claims to introduce
a bill to refund to Thomas E. Gittings, a certain sum of
money erroneously paid into the State Treasury.

Also, leave was granted the Baltimore county delegation to
introduce a bill to authorise the county commissioners of Bal-
