with negroes, and forbidding them to own horses, or mules,
except as herein provided;

Which were severally read the first time.

Mr. Welch, from a select committee, reported favorably on
the bill entitled, an act authorising the county commissioners
of Anne Arundel county, to levy a sum of money for the
relief of primary schools in said county;

Also, on the bill entitled, an act to change the name of
Walter John Watkins, of Anne Arundel county, to Nicholas
Watkins;

Also, on the bill entitled, an act for the relief of Robert
Franklin, of Anne Arundel county;

Also, on the bill entitled, an act to amend the 80th section
of article 2d of the code of public local laws relating to the
pay of the county commissioners of Anne Arundel county;

Which were severally read the first time.

Mr. Dennis, of Somerset, reported favorably on the bill
entitled, an act to prohibit the sale of spirituous liquors in
Potato Neck district, in Somerset county;

Which was read the first time.

The following communication was received from the Execu-
tive, per hands of his private Secretary:

Executive Chamber,
Annapolis, February 20, 1860.
To the House of Delegates,

Gentlemen:—I have received from the committee on
arrangements, for the inauguration of Equestrian Statue of
Washington, at the seat of Government, on the 22d, a com-
munication inviting the Governor and staff, and the members
of Assembly, to be present on that occasion and take part in
the ceremonies; which I have the honor to make known to
the House of Delegates.

The invitation was accepted.

The hour having arrived for taking up the order of the
