The said bill was then sent to the Senate.
The House then resumed the consideration of the unfinished
business of yesterday, being the printed House bill No. 44.
Mr. Holland called for the reading of printed House bill
No. 51 for information;
Pending the discussion thereof,
The Speaker decided that the motion of Mr. Holland was
in order; that said bill could be called for and read for infor-
mation, in accordance with the twenty-fourth rule of the
House;
Mr. Gordon took an appeal from the decision of the Chair,
and submitted it in writing as follows: "Because it permits
the reading of the bill, without submitting a motion, and
having it acted on by the House."
Mr. Holland having stated that he made the motion to
have bill No. 51 read for information, with the intention of
discussing the question before the House—the substitute pro-
posed by Mr. Burgess on yesterday,
