tion to introduce a bill relating to the pay of the county com-
missioners in Anne Arundel county.
Also, leave was granted the Anne Arundel county delega-
tion to introduce a bill to change the name of Walter John
Watkins, of Anne Arundel county, to Nicholas Watkins.
A communication was received from the Independent Grays
of Baltimore, extending an invitation to the members of the
House, to attend a Birth night Assembly, on the evening of
the 22d instant;
Which was accepted.

The rules were suspended, and the Senate bill entitled, an
act authorising the Comptroller to draw a warrant on the
Treasurer for four hundred and thirty dollars and thirty cents,
due David C. Blackiston, administrator of Wm. H. Black-
iston, deceased, forover-payment made to Edward A. Moore,
deceased, former State's attorney for Kent county, on State
tax of 1845;
Was read the second time.
Mr. Goldsborough proposed the following:
Whereas, by an act of Assembly, passed in the year seven-
teen hundred and ninety, incorporating the Bank of Balti-
more, the State of Maryland was entitled to appoint two di-
rectors in said bank, one by the House of Delegates, and one
by the Senate; and, whereas, by the third section of the act
passed at the January session, 1853, chapter 441, to continue
the corporate existence of the several banking institutions
therein mentioned, it is declared in the event that the stock-
holders in any of the said corporations in which the State of
Maryland is entitled to elect directors, shall determine that
the number of directors therein shall be reduced, then the
number of directors to which the State is entitled in such cor-
poration shall be reduced in proportion to the reduction of
the whole number of directors.
And, whereas, it has been certified to the General Assem-
bly of Maryland by the president of the Bank of Baltimore,
under their corporate seal, that the stockholders have reduc-
ed the number of directors in said bank from ------ to -----;
Therefore—
Resolved by the General Assembly of Maryland, That the
State is entitled to appoint one director in said bank, and that
