456          JOURNAL OF PROCEEDINGS [Feb. 17,

Mr. McAllister presented a memorial of 250 citizens of
Baltimore, in favor of a three-cent passenger railway in the
city of Baltimore;

Mr. Turner, of Baltimore city, presented a memorial, pray-
ing for an act for the incorporation of the Grand Section of
Improved Order of Cadets of Temperance of the State of
Maryland;

Referred to the committee on Corporations.

Mr. Turner, of Howard county, presented a petition of
John B. Gatterell and others, praying the passage of a law
to compel free negroes and mulattoes to hire themselves out
to some responsible white person by the year;                   

Referred to the committee on Colored Population.
On motion of Mr. Smith,

Leave was granted to the committee on Corporations to in-
troduce a bill to amend an act entitled, an act to incorporate
the president and directors of the Maryland Fire Insurance
company of Baltimore, passed January session, 1858, chap-
ter 176.         

On motion of Mr. Lawson,

Leave was granted to the committee on Corporations to in-
troduce a bill to incorporate the trustees of the Young Men's
Christian's Association of West Baltimore.

On motion of Mr. Booze,

Leave was granted to the committee on Corporations to in-
troduce a bill to limit the places for retailing certain articles
in the city of Baltimore.

On motion of Mr. Legg,

Leave was granted to the Queen Anne's county delegation
to introduce a bill to compensate Madison Brown, of Queen
Anne's county, for certain services rendered.

Also, leave was granted to the same delegation to intro-
duce a bill to require the county commissioners of Queen
Anne's county, to settle with collectors of taxes for county
purposes annually, and to publish each year a statement of
their settlements.

On motion of Mr. Krafft,

Leave was granted the committee on the Judiciary to intro-
duce a bill entitled, an act to make valid the plan or agree-
ment for the government of St. Bartholomew's church of
Baltimore city.
