hundred and thirty dollars and thirty cents due David C. Black-
iston, deceased, for over-payment made to Edward A. Moore,
deceased, former State's attorney for Kent county, on State
tax of 1845.

Mr. Mills, from a select committee, made a favorable re-
port on the bill entitled, an act to change the place of hold-
ing the polls in election district No. 4, in Carroll county;

Which was read the first time.

Also, on the bill entitled, an act to amend article 7th, sec-
tion 21st, of the public local laws of Carroll county, provid-
ing for an additional justice of the peace and constable in
election district No. 8;

Which was read the first time.

Mr. Mackubin, from the committee on Claims, made an
unfavorable report on the bill entitled, an act to refund mo-
ney to Ambrose W. Payne.

Mr. Bryan, from a select committee, made a favorable
report on the bill entitled, an act to amend the 12th,
14th, 15th and 16th sections of the 41st article of the code
of public general laws, so as to change the time of fishing in
the Potomac river, to prohibit persons from fishing with seines
and gill-nets opposite the shores of the owner or occupier of
any fishery, to provide for a proper enforcement of the pro-
visions of the said sections, and to define the rights of bona
fide citizens of the counties bordering on said rivers.

On motion of Mr. Ford,

The House adjourned until to-morrow morning, at ten
o'clock.

TUESDAY, February 14, 1860.

The House met pursuant to adjournment, and was opened
with prayer by the Rev. Mr. Thrush.
