So the resolution was adopted.
Mr. Goldsborough offered the following:
Whereas, It appears from the public press of the country,
that the Governor of Maryland, has placed this State in a
false position by presenting his congratulations to Mr. Pen-
nington, of New Jersey, a Black Republican, upon his elec-
tion to the distinguished position of Speaker of the House of
Representatives, it is therefore
Ordered, That a committee of three be appointed by the
Speaker of this House, to inquire of his Excellency, Governor
Hicks, whether his congratulations were presented at all, and
if so, whether privately or officially.
Mr. Jacobs proposed the following substitute:
Whereas, It is currently stated in the public journals, that
his Excellency, Governor Hicks of this State, despatched his
Secretary of State, to Washington, on the 2d inst., to pay
congratulations to the Hon. W. Pennington, upon his elec-
tion to the office of the Speakership; therefore, with the view
of ascertaining the truth of such statement,
Be it ordered, That a committee of two be appointed by
the Speaker, to wait upon His Excellency, and report to this
House for action, the facts of the case.
