So the order was adopted, and Messrs. Goldsborough,
Jacobs and Naill, were appointed said committee.
The following message was received from the Executive, per
hands of his private Secretary:
Executive Chamber,
Annapolis, February 8, 1860.
To the House of Delegates:
Gentlemen: The House of Delegates, at the session of the
last General Assembly, passed on the 5th March, 1858, an
order requesting me to procure from the proper officers cer-
tain statistics in relation to the connexion of drunkeness with
crime, and the consequent expense to the State in judicial
proceedings for its punishment. The order is to be found on
page 794 of the printed Journal of the House, (session of
1858,) and is copied into the circular herewith enclosed,
which the Secretary of State, by my direction, addressed to
the clerks of the respective counties and of the Criminal
court of Baltimore, who were, in my opinion, the proper
officers under the said order.
I have received answers from all the clerks except the clerk
of St. Mary's and the clerk of Charles counties; and I here-
with transmit them, with the accounts and charges they have
presented, to the House of Delegates, as requested, for their
consideration and action.
