general laws, which regulate the issuing of licenses to shows
and theatrical performers, and to substitute the following
sections therefor, regulating and restricting such licenses;
Also, on the bill entitled, an act to amend the 28th article of
the code of public general laws, by adding thereto the fol-
lowing sections, authorising the county commissioners in the
several counties to establish a vigilant police for the protec-
tion of persons and property;
Also, on the bill entitled, an act to add a new article to
the code of public general laws, under the title of "vagrants,"
for the purpose of punishing vagrants, fortune-tellers, show-
men, organ-grinders, strolling play-actors, and others of no
known lawful pursuit;
Also, on the bill entitled, an act to amend the 75th section
of article 30, of the code of public general laws, which
punishes negroes calling for or receiving incendiary papers,
by changing the punishment for each offence, and to add to
said article a new section, punishing postmasters for distribu-
ting incendiary papers;
Also, on the bill entitled, an act to amend the 65th article
of the code of public general laws, relating to the transpor-
tation of slaves on railroads, steamboats and vessels, by pro-
hibiting the transportation of free negroes thereon;
Which were severally read the first time.
Mr. Gordon, from the committee on the Judiciary, reported
favorably on the bill entitled, an act to amend the code of
this State, by providing otherwise than as therein enacted for
the selection of grand and petit jurors for Baltimore city;
Also, on the bill entitled, an act to amend the 63d section
of the 28th article of the code of public general laws, relating
to public landings, and to add to said article the following
sections, regulating the manner and terms on which such
landings shall be established;
Also, on the bill entitled, an act to amend the 65th article
of the code of public general laws by repealing the 41st, 42d,
43d, 44th, 45th and 46th sections, providing for and regu-
lating the manumission of slaves; the 61st section forbidding
the assembling of negroes for religious purposes; the 3d sec-
tion which punishes the allowing slaves to go at large; the
47th, 48th, 49th, 50th, 51st, 52d, 53d and 54th sections,
which prohibits and punishes the immigration of free, and
the 75th and 76th sections, prohibiting negroes to dog or
gun, and to substitute therefor the following sections in lieu
