thereof, and also to add to the said article the following sec-
tions, punishing the teaching of negroes, prohibiting negroes
to be from their masters' homes without a pass, and provid-
ing for making a census, sale and hire of free negroes of this
State, and authorising free negroes to renounce their free-
dom;

Which were severally read the first time.

Also, on the bill entitled, an act to amend the 5th article
of the code of public general laws relating to appeal by add-
ing thereto the following sections authorising the suing out
of a writ of certiorari from orders and decisions of county com-
missioners;

Also, on the bill entitled, an act further carrying out the
provisions of the 19th section of article 4th of the Constitu-
tion by adding new sections to the 74th article of the code of
public general laws, by authorizing the removal of causes
from the several courts of Baltimore city;

Also, on the bill entitled, an act to amend the 28th section
of the 24th article of the code of public general laws relating
to mortgages;

Also, on the bill entitled, an act to amend the 82d section
of the 30th article of the code of public general laws relating
to indictments.

Which were severally read the first time.

Mr. Gordon, from the committee on the Judiciary, made a
favorable report on the bill entitled, an act to incorporate a
company to construct a turnpike road from the city of Cum-
berland, by the nearest and most practicable line, to Bedford,
Pennsylvania.

Which was read the first time, and by special order a sec-
ond and third time, and passed by yeas and nays as follow:
