Judiciary.

On motion of Mr. Mackubin,

The rules were suspended to enable him to offer a petition
from a large number of citizens of Baltimore, asking the pas-
sage of a law prohibiting free negroes of Baltimore city from
engaging in any mechanical branch of trade, or pursuing
the same.

Referred to the committee on Colored Population.

Mr. Denison, of Baltimore county, presented a memorial
upon the subject of the pilot laws;

Which was referred to the committee on Pilots.

On motion of Mr. Bryan,

Leave was granted to the committee on Oysters to intro-
duce a bill for the better regulation of the fisheries in the
head of the bay.

Mr. Jacobs, chairman of the committee on Colored Popu-
lation, made a report;
Which was read and ordered to be printed.

Mr. Jacobs, chairman of the committee on Colored Popu-
lation, reported favorably on the bill entitled, an act to re-
peal sections 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 13, 12, 14, 15.
16, 17, 18, 19, 20, of article 19 of the code of public general
laws, which provides for the appointment of a board of man-
agers to remove from this State free people of color, and pre-
scribes their powers and duties, and appropriates funds for
that purpose;

Also, on the bill entitled, an act to repeal sections 21, 22,
23, 24, 25, 26, of article 55, of the code of public general
laws, regulating the issuing of licenses to hawkers and ped-
lers, and to substitute therefor the following sections, regu-
lating and restraining the issuing of such licenses;

Also, on the bill entitled, an act to amend the 23d article of
the code of public general laws, by repealing sections 27, 30,
31 and 33 of said article, prescribing and regulating the po-
lice duties of constables, and inserting in said article, in lieu
of the sections so repealed, the following sections regulating
and prescribing said police duties;

Also, on the bill entitled, an act to repeal sections 102, 103,
104, 105, 107, 108, 109, of article 55, of the code of public
