The Speaker having appointed Thomas H. Moore, assis-
tant clerk, he appeared and was qualified.
Mr. Brown presented a petition from George W. Wheeler
and 99 others, against the Washington Turnpike company;
Referred to the committee on the Judiciary.
Mr. Stake offered the following:
Ordered, That in consequence of the frequent applications
made upon the State for supplying the various military com-
panies with arms, the committee on the militia be instructed
to inquire into the expediency of reporting a bill making an
appropriation therefor;
Which was adopted.
On motion of Mr. Beall,
Leave was granted the Allegany county delegation to in-
troduce a bill adding an additional section to the public local
laws, defining more particularly the powers and duties of the
commissioners of Allegany county.
On motion of Mr. Landing,
Leave was granted Messrs. Landing, Mackubin and Bris-
coe, to introduce a bill entitled, an act amendatory of the act
passed at December session 1856, chapter 234, entitled a sup-
plement to an act concerning the Annapolis and Elkridge
Railroad company, passed at December session, 1841, chap-
ter 168.
On motion of Mr. Naill,
Leave was granted the Frederick and Carroll county dele-
gations to introduce a bill to lay out and open a road in Fred-
erick and Carroll counties.
Mr. Gordon, from the committee on the Judiciary, reported
favorably on the bill entitled, an act to repeal the seven
hundred and sixth section of the fourth article of the code of
public local laws, which gives to the mayor of the city of Bal-
timore, and the judge of the Criminal court of Baltimore,
and the judge of the Superior court of Baltimore, the power
to order out the militia;
Also, the bill entitled an act to amend the 4th article of the
code of public local laws, by amending the 33d section of said
article, relating to the police and general powers of the mayor
and city council of Baltimore, and repealing the 774, 775,
776 and 777th sections of said article, relating to the police
of said city, and the power of the mayor and city council to
establish and regulate the same, and inserting in lieu of the
