Mr. Jacobs having resigned his position of chairman to the
committee on the Militia;

Mr. Compton was substituted therefor.             

Mr. Mackubin presented a petition from sundry citizens of
Anne Arundel county, asking the passage of a law author-
ising the sale of free negroes for the payment of their debts;

Which was referred to the committee on Colored Popu-
lation.

On motion of Mr. Beall,

Leave was granted the committee on Corporations to intro-
duce a bill entitled, an act to incorporate the People's Gas
Light Company of Baltimore city.

On motion of Denison, of Baltimore city,

Leave was granted the Baltimore city delegation to intro-
duce a bill approving the ordinance No. 6, of the Mayor and
City Council of Baltimore, empowering certain parties there-
in named to lay down railway tracks on certain streets there-
in named, approved by said Mayor and Council December 7,
1859.

On motion of Mr. Legg,

The rules were suspended to enable him to submit the fol-
lowing:

Resolved by the General Assembly of Maryland, That the
Adjutant General of this State be and he is hereby author-
ised and directed to furnish to the Scott's Rifles, commanded
by Captain Robert Goldsborough, Jr., of Queen Anne's
county, in the town of Centreville, a stand of rifles and ac-
coutrements sufficient to equip said company, whenever such
arms, etc., shall be at the disposal of the Adjutant General,
upon his giving bond, with sufficient security, for their safe
keeping and return, when required to do so;

Which was read the first time.

On motion of Mr. Berry,

Leave was granted the committee on Corporations to intro-
duce a bill to incorporate the Miller's Island Company, of
Baltimore county.

On motion of Mr. Smith,

Leave was granted the committee on the Judiciary to intro-
duce a bill to authorise the Superior Court of Baltimore city
to pass a decree for the sale of certain real estate belonging
