FRIDAY, January 27th, 1860.

The House met pursuant to adjournment, and was opened
with prayer by the Rev. Mr. Graff.

Present at the call of the roll the following members :

Messrs. Kilbourn, Speaker, Durant, Morgan, Rasin, Med-
ders, Welch, Mackubin, Briscoe, Parran, Burgess, Ford,
Worthington, Denison, of Baltimore county, Quinlan, Chap-
lain, Long, Stanford, Lawson, Linthicum, Holland, Wilson,
of Cecil, Miller, Bryan, Jones, of Prince George's, Legg,
Starkey, Jacobs, Landing, Dennis, of Worcester, Kessler,
Claggett, Routzahn, Johnson, Salmon, Naill, Wilson, of
Harford, Bayless, McCoy, Straughn, Krafft, Booze, Seth,
Berry, Crowley, McAllister, Smith, Turner, of Baltimore
city, Denison, of Baltimore city, Coudy, Eakle, Brining,
Freaner, Stake, Griffith, Gordon, Barnard, Beall, McCleary,
Roop, Mills, Turner, of Howard, and Brown.

The proceedings of yesterday were read.

Mr. Legg presented a petition from sundry citizens of
Queen Ann's county, praying that an act be passed, provid-
ing for the organization of a company to be called the Ruths-
burg Guards;

Referred to the committee on the Militia.

Thomas Mason, of Worcester county, was appointed folder
to the House.

Mr. Salmon presented a petition from Samuel Wiseman,
Jacob Summers, David Kailer and forty other citizens, of
Catoctin, Jackson and Middletown districts in Frederick
county, praying the passage of a law to protect fish in the
waters of said district;

Referred to the Frederick county delegation.

Mr. Brining presented a petition from Daniel Snider and
others, praying the passage of a law to tax dogs for the pro-
tection of sheep, in Washington county;

Referred to the Washington county delegation.

Mr. Jones, of Prince George's, presented a memorial from
Sundry citizens of Maryland, praying the passage of an act
affording relief from certain grievances therein named, and
