the better protection of oysters, by the suppression of dredg-
ing;

Also, a memorial from Thomas H. W. Lambdin and sixty-
five others, for the better protection of oysters, by the sup-
pression of dredging;

Also, a memorial from William E. McQuay, William Ce-
cil, and one hundred and eight others, praying for the better
protection of oysters by the suppression of dredging;

Mr. Wilson, of Cecil, presented a petition from Samuel
Logan, and one hundred and fifty other citizens of Cecil
county, praying the passage of a law making certain restric-
tions in gilling in the head waters of the Chesapeake bay;

Which were referred to the committee on Fish and Oys-
ters.

Mr. Legg presented a report from the trustees for Church
Hill Academy;

Referred to the committee on Education.

Mr. Wilson, of Harford, from the special committee, made
the following

REPORT:

The undersigned committee, to whom was referred the
"memorial of the institution for the instruction of the blind,"
report that in the performance of their duty, they have visited
that institution and their inspection has confirmed all the
representations contained in the said memorial, to which they
would refer the House for the particulars in detail, of the
condition and wants of the institution.

This institution commends itself by the results thus far
produced, to the fostering care of the State, and there is no
object to which the funds of the State can be appropriated,
which appeals more to every feeling of humanity, and which
in the results attained, would be more beneficial. The com-
mittee recommend an appropriation commensurate with utility
and philanthropy.

On motion of Mr. Long,

Leave was granted the committee on the Judiciary to intro-
duce a bill entitled, an act to amend the 19th section of the
