The said bill was then sent to the Senate.

Mr. Jacobs submitted the following resolution:

Whereas, Captain John T. Sinn, of the United Guards, of
Frederick city, was ordered by the Governor of the State to
go to Harper's Ferry, to protect the property of this State,
and was there six days in obedience to said order; and where-
as, said Captain Sinn and his men ask compensation for said
service; therefore,

Be it Resolved, That the facts in the case, and the allow-
ance of pay, be referred to the Frederick county delegation,
and that they have leave to report by bill or otherwise.

Which was read the first time.
Mr. Landing offered the following :

Ordered, That Thomas Mason, of Worcester county, be
and he is hereby appointed Folder to this House.

Mr. Goldsborough moved to lay said order on the table;

Which was lost.

Mr. Kessler moved to refer the whole subject to a select
committee of three.

Mr. Goldsborough renewed his motion to lay on the table;
Which was lost.

The question then recurring upon the motion of Mr. Kess-
ler;
