The speaker laid before the House the following report from
the Treasurer of Maryland:

Treasury, Annapolis, Jan. 18th, 1856.
To the Honorable House of Delegates:

To the order of the House of the 16th instant, requiring
"the Treasurer to report what officers, if any, have failed to
make their returns for the years 1854 and 1855, or for either
of said years agreeably to the provisions of the Constitution."
the Treasurer replies, that he can only know by their returns
to him, which officers are by the Constitution required to make re-
turns, as the requisition is confined to those officers whose pay
or compensation exceeds the yearly sum of three thousand
dollars.                                     

Returns for 1854 and 1855 have been made by Edward Shriver,
Clerk of the Circuit Court of Frederick county; Geo. Hopkins,
Register of Wills for Frederick county, and N. Hickman, Register
of Wills for Baltimore city, and Chas. J. M. Gwinn, State's Attorney
for Baltimore city, has made returns for 1854 and not for 1855.

These are all the officers who have made returns to the Treas-
urer; several others though they have failed to make returns have
paid into the Treasury on account of excess of fees, as follows, viz.:
John W. Davis, Clerk of Common Pleas of Baltimore City, paid
for the year 1854, $1626.93, and for the year 1855, $2609.09;
Charles J. M. Gwinn, State's Attorney for 1855, paid $1392.94,
and T. H. Moore, Clerk of Criminal Court Baltimore, paid for
1854, $1200 00.

Also, the following report from Daniel S. Biser, Inspector Gen-
eral of Flour:

BALTIMORE, Jan. 19th, 1856.
To the Honorable, the Speaker of the House of Delegates:

Dear Sir,—In obedience to an order adopted on the 14th inst.,
by the Honorable body over which you preside, in the following
words, "Ordered, That the General Inspector of Flour in the city
of Baltimore, be and is hereby requested to report to the General
Assembly of Maryland, in conformity to the provisions of the
Constitution," it affords me pleasure to say that in compliance
with the provisions of the Constitution, the report was made to
the State Treasurer on the 16th day of May 1855. My commis-
sion as Inspector General of Flour, dates from the 1st of May
1854; the first year terminated on the 1st clay of May 1855; on
the 16th day of the same month the report was forwarded, duly
