On motion of Mr. Daniel,

Leave was granted to the Somerset Delegation to introduce a
bill making valid a deed of manumission from Thomas Lord to
negress Caroline.                       

On motion of Mr. Lester,
Resolved, That the thanks of this House are hereby tendered
to Capt. Frazier, of Dorchester county, for the able and impar-
tial manner in which He has discharged the duties of chairman

during the organization of the House.

On motion of Mr. Kildow,                                         

Leave was granted to the Committee on the Judiciary here-
after to be appointed, to bring in a bill to make valid certain
deeds therein mentioned.

On motion of Mr. Wickes,

Leave was granted to the Committee on the Judiciary here-
after to be appointed, to bring in a bill authorising bills of excep-
tion to be taken in criminal cases in the courts of this State.

On motion of Mr Daniel,

Leave was granted to the Somerset Delegation to introduce a
bill to divide Brinkley's Election District No. 6, in Somerset

county.

On motion of Mr. Rankin,
Ordered, That it be placed upon the Journal, that John C.
Holland, of Baltimore county, is detained from this House by an
accident which confines him to his chamber.               

Mr Kildow moved that five thousand copies of the Comp-
troller's report be printed for the use of the House of Delegates;
Which was determined in the affirmative.               

On motion of Mr. Partridge,

Leave was granted to the Committee on the Judiciary, hereaf-
ter to be appointed, to bring in a bill to provide for the registra-
tion of Births, Deaths and Marriages in this State.

Mr. Dorsey, seconded by Messrs. Stewart and Smith, moved
a reconsideration of the vote ordering five thousand copies of
the Comptroller's Report to be printed;                         

Which was determined in the affirmative.               

On motion of Mr. Lester,

The motion was amended by striking out "five thousand" and
inserting "three thousand."

The motion as amended was then adopted.

Mr. Stubbs offered the following order, which was read and
