county, copied by the clerk of the Circuit Court of said county,
and deposited among the records of his office.

Mr. Harrington, from the committee on colored population, re-
ported favorably on the bill entitled, an act to allow Charlotte
Ann Wheat, a free woman of color, to remain in the State.

Mr. Partridge from the committee on Judiciary, reported fa-
vorably a bill entitled, an act to refund to Thomas E. Martin,
William S. Weedon and William T. Stinchcomb, a certain sum
of money illegally forfeited and paid by them into the Treas-

ury;

Which was read the first time.                           

On motion of Mr. Askew,
The House took up the following message:
By the House of Delegates,

March 6th, 1856.
Gentlemen of the Senate :

We have received the message from your honorable body, pro-
posing a joint committee to consider the report of the commis-
sioners appointed to codify the laws of this State, to be consid-
ered by them during the recess.                                                   

We concur, in your proposition, and have appointed Messrs.

, on our part, to join the gen-
tlemen named by your honorable body.

                         Thos. H. Kent, of Joseph, Clerk.

Mr. Abbott offered the following as a substitute:             

By the House of Delegates,               

Gentlemen of the Senate:                           

We have received your message proposing the appointment of
a joint committee to sit during the recess of the Legislature, to
revise the work of the commissioners appointed to codify the

laws.

We are of opinion that it would be inexpedient, even if we
thought it our duty, under the constitution to appoint such com-
mittee.                                                                                           

And, as we further think that such a course would only add to
the expense of that matter, without securing further certainty as
to the correctness of the work, we beg leave to decline naming any
persons on the part of this House to join the gentlemen appointed
by your honorable body.
